06/26/2023 Job Description Summary WVNCC seeks applicants for the Director of Financial Aid position.
This is an on-campus position on the Wheeling Campus, with college-wide duties.
Plans, implements, directs, oversees and evaluates the effectiveness of the institutions overall financial aid operations and manages the financial aid staff.
This position is the institutions chief administrator in financial aid program for the College and all campuses.
Administers the overall financial aid operations, from providing financial aid information to students and parents, to counseling, to determining and making awards, to establishing and maintaining systems to administer the programs, to hiring, training and staff development and financial reporting.

$52,800 Responsibilities and Duties include but are not limited to Creates the strategy for and organizes internal office procedure and policy.
o Establishes institutional policies for distribution of campus based aid.
o Oversee the accurate distribution of funds from the Pell Grant program, Campus Based Aid, student loans, federal aid, state aid, institutional aid and outside student funding.
o Ensures the accurate certification of all Federal Direct student and parent loans and for compliance with all regulations of the loan programs.
o Coordinates loan processing for private loans.
o Authorizes payment of financial aid to students from appropriate accounts.
o Maintains internal accounting records.
o Manages the computerized data base (Banner) including financial aid setup, monitoring upgrades, testing, interaction with Degreeworks, and system changes as necessary.
o Supervises and coordinates all activities related to paper and electronic processing flow in the office including receipt and verification of income on tax returns, receipt and processing of Direct Loan and Parent PLUS Promissory Notes, receipt and processing of financial aid award letters, and federal verification process documents.
o Review special circumstance forms and over award listings to determine appropriate action and resolve accordingly.
o Counsels students, families, and resource agencies including high schools in regard to financial aid programs.
o Assists students in completion of financial aid forms and loan applications.
o Serves as the primary coordinator of default prevention and default management including student, alumni and institutional awareness, regulatory mandates and monitoring.
o Oversees the institutions default management plan including inform dissemination to all affected parties.
o Reviews and coordinates the Cohort Default Rate report and any appeals.
o Stays current on the constantly changing rules, regulations, policy bulletins and statuses controlling aid programs from the federal and state government, institution and external agencies involved in the administration of financial aid.
o Provides information to students, parents, high school personnel and others regarding the financial aid process and financial aid programs offered through federal, state, private and institutional sources.
Oversee and administers the activities of the institution's financial aid office.
o Corresponds with students, parents and agencies.
o Works with outside vendors for financial aid related products and services for net price calculator, loan default prevention, financial literacy, etc.
o Recommends institutional policy for and monitors academic progress of students as required by federal, state and institutional policy.
o Oversees the review of processed application forms and accuracy to determine student needs.
o Administers federal workstudy program including contracts with off-campus community service organizations for workstudy placement, works with the Human Resources office for management of workstudy processes including fund allocation, student eligibility and regulatory requirements.
o Trains, develops, disciplines and evaluates assigned staff.
o Interact with Campus counselor and Campus Service Center staff as it relates to financial aid.
o Serves as chief liaison with outside agencies such as Vocational Rehabilitation.
o Oversee the review and development of all guidelines, policies and procedures governing the operation of the financial aid office, as well as the development and implementation of office policies and procedures.
o Works with various campus groups to increase financial aid awareness.
o Represents the institution at recruitment functions, informational seminars, and public relations activities.
o Participates in on-campus and off-campus training activities.
o Develops and maintains on-going training program for Financial aid office and training for Campus Counselors and Campus Service Center staff as needed.
o Serves on office and institutional committees as required.
o Works with the Business Office, Registrar/Records Office, Director of Student Services, ACTion Center, Admissions and other Enrollments Management offices and events.

o Develops student financial aid budgets.
o Conducts high school guidance counselor training.
Collects data for research and reports including state and federal reporting.
o Oversee preparation for FISAP (Fiscal Operations Report and Application to Participate) and audits.
o Collects information and supervises data entry into student database and imaging systems.
o Work with Marketing & Communications Office for all marketing information related to financial aid, media requests for information and institutional events related to financial aid.
o Participates in financial literacy education of students and assesses institutional direction for providing information.
o Works with the Office of Institutional Research on federal and state reporting, Argos reporting, and daily operation reporting needs.
o Provides primary Banner Financial Aid Module understanding and has a working knowledge of the relationship of Banner Student to the Financial Aid Module including working with the IR office on Banner reporting, troubleshooting and upgrading.
